De Minimis Games

Under the De Minimis Games Directive (Directive 3 of 2019), “De Minimis” games are a classification of games that is exempt from requiring licenses or permits by the Malta Gaming Authority (MGA). So long as the de minimis game:

  • Is strictly a type of lottery or raffle game. Any doubts circling around the nature of the game will require intervention by the MGA to decide on its official classification.
  • Has a maximum stake value of ONE EURO (€1.00).
  • Has a maximum prize value of ONE HUNDRED EUROS (€100.00).
  • Cannot have a result that is based on the outcome of a separate game.

A person may not organise more than TEN (10) de minimis games in a single calendar year, and may not organise more than TWO (2) de minimis games in any ONE (1) calendar month.

Should the person, entity, or gaming operator wish to organise more events than the stipulated limits, an application for a Limited Commercial Communications Games Permit must be filed through the licensee portal.
