Licensing of the National Lottery License by the Malta Gaming Authority
The National Lottery of Malta was created by the Maltese government in 1934. Before February 2004, National Lottery Games such as Lotto, Super 5, and Grand Lottery had been under the authority of the Public Lotto Department.
Today, all National Lottery operations are under the supervision and regulation of the Malta Gaming Authority (MGA). The MGA bears the responsibility to ensure that all lottery-related operations are conducted according to the organisation’s regulatory and legislative framework.
In February 2004, Maltco Lotteries Limited received an exclusive National Lottery License by the MGA (formerly known as the Lotteries & Gaming Authority), which was extended in 2012 when Maltco had won an international public tender for the Concession for the Rights of the National Lottery of Malta. The license has since expired in July 2022.
After an international public tender for the rights to operate the National Lottery in 2021, National Lottery plc, a company based in Malta, was granted Concession by the Ministry for the Economy, European Funds and Lands in March 2022. Following this, the MGA issued the National Lottery License in July 2022, which enabled National Lottery plc to take over all National Lottery operations in Malta from Maltco Lotteries.
The National Lottery License is valid for a ten-year period until July 2032. During this time, the MGA will regulate and supervise National Lottery plc’s operations as the National Lottery Licensee.
