Game Provider & Back Office Licensing (B2B)
Business-to-Business (B2B) companies that provide services to Business-to-Consumer (B2C) gaming operators as game development, software/platform development, affiliate management systems, data analytics services, game server hosting, or any administrative function for a gaming operator are eligible to be recipients of the Game Provider & Back Office B2B License by the Malta Gaming Authority (MGA).
In order for a company to apply a B2B Malta gaming license, the services that the company offers to B2C gaming operators must constitute to the following below:
- The company is noted as the supplier and manager of any software, stand-alone or part of a system, for generating, capturing, controlling, or otherwise processing any and/or all essential regulatory records, and/or the supplying and managing of the control systems on which such software resides.
- The company provides or carries out critical gaming supplies and managing material elements of any casino game based in Malta, to a citizen of Malta, or through a legal entity in Malta.
Corporate Group License
B2B corporate groups and companies are able to submit an application for a B2B corporate MGA license. Doing so will certify the entirety of the corporate group to be a singular licensee of the MGA, so long as the parent company of said corporate group practices exercising its control of over 90% over other corporate bodies in the same group, which can be done through shareholder or voting rights.
Furthermore, the corporate group that is classified as the primary holder of the corporate group license will bear the main responsibility of making punctual payments of any and all relevant fees to the MGA, in addition to fulfil all information and reporting requirements according to the applicable regulatory resources.
Upon issuance of the B2B corporate group license, gaming verticals (also called product categories) can be offered under the same license type. The following verticals must have prior approval from the MGA to ensure that they are advertised according to the adherence of the law and the MGA’s regulatory objectives, as separate verticals have unique characteristics and distinctions.
These verticals are categorised under Gaming Types, compliance contribution, and the minimum requirements for share capital that is calculated according to each Game Type.
B2B Gaming Types
Products and services that are provided or operated by game providers and back offices which fall under the B2B Critical Gaming Supply license are subject to the categorisation of different license service types depending on the gaming vertical (category).
The classification of different game types is wholly dependent on these games that have unique characteristics, which in turn requires specific safeguards to ensure that it adheres to Maltese laws and regulatory objectives.

How to Apply
It is recommended by the MGA that applicants must consult the System Documentation Checklist (SDC) before creating a new application for a Malta gaming license. The SDC can be downloaded above.
The SDC must be submitted electronically through the licensee portal together with all the documentation and information required. The application type must be selected as Gaming License Application and Gaming License Type – B2B, including, if applicable, respective channels such as remote, land-based, or both.
The application will be linked to an entity, and is visible on the applicant’s application timeline. This will allow applicants to start an application, save the application process at any step, and resuming the application at a later time.
