Licensing for Commercial Bingo Halls in Malta
For commercial bingo halls or regulated tombola games to continue operating, bingo or tombola game operators must be organised within authorised and approved gaming premises to operate officially as a Commercial Bingo Hall.
Additionally, a business-to-consumer (B2C) license issued by the Malta Gaming Authority (MGA) is required to provide bingo or tombola gaming services to the public.
Upon issuance of the B2C license, the bingo hall or tombola operator is obligated to adhere to the conditions set by the Malta gaming license, including all the relevant licensing regulations and directives that is applicable to all B2C license holders.
Furthermore, commercial bingo or tombola halls are subject to the scrutiny of the MGA’s inspectors. These individuals who represent the organisation’s behalf will be present within the premises on a frequent basis to ensure that the bingo or tombola games on the premises are run fairly according to the law.

How to Apply
It is recommended by the MGA that applicants must consult the System Documentation Checklist (SDC) before creating a new application for a Malta gaming license. The SDC can be downloaded above.
The SDC must be submitted electronically through the licensee portal together with all the documentation and information required. The application type must be selected as Gaming License Application and Gaming License Type – B2C, including, if applicable, respective channels such as land-based.
The application will be linked to an entity, and is visible on the applicant’s application timeline. This will allow applicants to start an application, save the application process at any step, and resuming the application at a later time.
