Remote Gaming Services - B2C
Gaming operators in Malta or EU/EEA who wish to offer remote gaming services in the country must apply for a Business-to-Consumer (B2C) Gaming Service License.
A ‘gaming service’ is classified as:
- The gaming operator offering, providing, or operating a gaming service.
- The gaming platform is hosted within the premises that is easily accessible to the public, or if the gaming device and/or gaming system is fully operational and available for public use.
Upon fulfilling the requirements above that constitute a ‘gaming service’, issuance of a B2C Malta gaming license will be granted by the MGA.
Corporate Group License
Corporate entities can apply for a B2C Corporate MGA license, which deems the entirety of the corporate entity to be the holder of a B2C license, so long as the parent company exercises control of over 90% of the corporate bodies within the corporate entity, which can be done through shareholding or voting rights.
Additionally, the corporate entity that is designated as the primary holder of the B2C license will bear the responsibility to pay relevant fees and dues to the MGA, as well as satisfying all requirements for information and reporting, and according to applicable regulatory instruments.
Upon issuance of the B2C corporate MGA license, several gaming verticals (categories that requires specific guidelines and safeguards) can be offered under this license. Prior approval is required for these verticals to ensure that these products and services adhere to Maltese laws and the MGA’s regulatory objectives.
Gaming Verticals (Categories)
All remote gaming services products and services that fall under the B2C gaming service license are subject to the categorisation of different license service types depending on the gaming vertical (category).
The classification of different game types is wholly dependent on these games that have unique characteristics, which in turn requires specific safeguards to ensure that it adheres to Maltese laws and regulatory objectives.
More information can be found for License Service Types on the MGA’s site here.

How to Apply
It is recommended by the MGA that applicants must consult the System Documentation Checklist (SDC) before creating a new application for a Malta gaming license. The SDC can be downloaded above.
The SDC must be submitted electronically through the licensee portal together with all the documentation and information required. The application type must be selected as Gaming License Application and Gaming License Type – B2C, including, if applicable, respective channels such as remote, land-based, or both.
The application will be linked to an entity, and is visible on the applicant’s application timeline. This will allow applicants to start an application, save the application process at any step, and resuming the application at a later time.
