License Categories
There are four different categories of MGA gaming licenses to cater for different types of gaming services:
1. B2C Gaming Services License
B2C (business-to-consumer) licenses for operators offering gaming services directly to players.
Type 1
Games of chance played against the casino, such as roulette, blackjack, and online slots.
Type 2
Games of chance influenced by player skill, such as fixed-odds betting.
Type 3
Games where players compete against each other, including poker, bingo, and betting exchanges.
Type 4
Games of controlled skill, where outcomes are influenced by skill but not entirely determined by it, such as fantasy sports.
2. B2B Key Game Supply License
The B2B (business-to-business) license is for companies that provide critical gaming supplies such as platform services, software or gaming systems to licensed operators. It is designed for entities supplying backend technology to the gaming industry.
Application & Licensing Fees
Non-refundable fees are paid in advance when submitting an application for a license:
- B2C license: €5,000
- B2B license: €5,000
Licensed entities have to pay a compliance fee based on its gaming revenues. The fee is to support the MGA's efforts to maintain regulatory standards. The main levels of compliance contribution are listed below:
- Type 1 services 1.25% of GGR.
- Type 2 services: 4% of GGR.
- Type 3 services: 5% of GGR.
- Type 4 services: 0.5% of GGR ( maximum of €500,000 per year).
- ***GCR = Gross Gaming Revenue
Annual fees vary according to the type and size of business:
- B2C license: €25,000 to €600,000, based on revenue generated.
- B2B license: €25,000, depending on the level of services provided may be reduced.
Licenses must be renewed every five years. Renewal fee is the same as the application fee: €5,000.
- Other Fees
- Critical Function Fee: €1,500 per year per approved critical function holder.
- System Audit Fee: €3,500 to €5,000, depending on the complexity of the system.
- Compliance Audit Fee: Usually covered by the licensee, depending on the audit requirements.
